NFPA 1951, Standard on Protective Ensembles for Technical Rescue Incidents, provides requirements for the design, manufacturing, testing, and certification of personal protective equipment for fire and emergency services responders.

    Operations applicable to NFPA 1951 include building or structural collapse, vehicle/person extrication, confined space entry, trench/cave-in rescue, rope rescue, and similar search, rescue, and emergency incidents. The standard covers technical rescue operations ensembles and their elements, such as garments, helmets, gloves, footwear, interface, and eye and face protection devices.

    The 2020 edition of NFPA 1951 features extensive revisions to reflect the performance and safety needs of technical rescue responders and the hazards they face.

    NFPA 1952, Standard on Protective Ensembles for Technical Rescue Incidents, is a critical resource for personnel and organizations responsible for the protective clothing and equipment needs of emergency responders engaged in technical rescue activities.

    Changes to the 2020 edition include:

    • Development of a single base garment and ensemble elements and removal of the utility, rescue and recovery, and CBRN categories based on focused input from 589 survey respondents and from task group recommendations and technical committee direction
    • Removal of thermal protective performance (TPP) and conductive heat requirements and addition of blood-borne pathogen (BBP) protection as an optional requirement specified by the end user
    • Addition of clarifying language and closure systems so as not to be design restrictive
    • Deletion of several test methods and the inclusion of new test methods and updated test methods to be in line with NFPA 1971, Standard on Protective Ensembles for Structural Fire Fighting and Proximity Fire Fighting
    • Addition of annex material in several places to clarify requirements for end users
    • Inclusion of definitions for manufacturer and manufacturing facility to correlate with other standards in the PPE project

    Exposure to hazards is a given in any rescue operation. This important document establishes minimum protection for emergency services personnel assigned to or involved in search, rescue, treatment, recovery, decontamination, site stabilization, extrication, and similar operations at technical rescue incidents.

    The Standard applies to the design, manufacturing, testing, and certification of three different types of technical rescue operations ensembles and ensemble elements:

    • The Utility Technical Rescue Protective Ensemble provides protection for operational settings where physical and thermal hazards exist or are expected.
    • The Rescue and Recovery Technical Rescue Protective Ensemble provides protection for operational settings where physical, thermal, liquid, and blood-borne pathogens hazards exist or are expected.
    • The CBRN Technical Rescue Protective Ensemble provides protection for operational settings where physical, thermal, liquid, blood-borne pathogens, and CBRN (chemical, biological, radiological, and nuclear) agents in liquid-splash and particulate forms hazards exist or are expected

    Among key changes in the 2013 edition that improve safety for fire and emergency medical services personnel are:

    • References to new ASTM test methods
    • New definitions, including decontamination, gusset, rescue and search
    • Changes to product label requirements in Chapter 5
    • Revised performance requirements for fastener tapes, glove body composites, and CBRN protective ensembles in Chapter 7
    • Revised test methods for wet conditioning and washing and drying of whole garments, gloves and CBRN materials, and helmet positioning.
    • Revised test methods in Chapter 8 for the Man-in-Simulant (MIST) test and the chemical permeation resistance test, along with a new torque test
